My biggest concern here is that Kim Jong-Un has been holding off on war until he had ICBMs, which it’s now the case, and they can reach any target in the US.
How many do they have and what would be the plan after they fired all 15?
Lose the war and become somebody else’s problem.

Does NK even have enough intel to reliably target critical infrastructure?
It wouldn’t surprise me if a Russian diplomat accidentally dropped a folder filled with the targets they’d go for if they were in a position where they had to nuke some targets.
I’d trust that the US’s missile defenses could pretty easily stop North Korea’s entire arsenal. They’re not getting anywhere else China/Russia/whoever also launched a strike, at which point we’re all fucked anyway.

It seems that Kim Jung Un’s most recent solid fuel ICBMs have benefited from Russian help. It also explains the increased range.
