      They literally implied that by including ā€œoutside the USā€, otherwise the inclusion of those words are entirely meaningless?

        The inclusion of those words is in the context of the post, which only talks about aid to people outside the US. Why would they talk about people inside the US or even imply they care about those people?

        If I say I like the outside, that doesnā€™t imply I hate staying inside. You logic is akin to insisting I hate staying inside because I wouldnā€™t have included the word outside if I wasnā€™t trying to imply that.
