I don’t think most people havr money as a goal when they come up with an idea and start an open source project. It’s more likely they want to try a new tech or are just passionate about the idea. Like entrepreneurs, but not capitalistic.

Whoever finishes first wins, and overtakes are fun. I know more rules but don’t care much about them. Minimum amount of tires, overtakes off the road and pushing your opponents off track are there to make the paying playing field fair and balanced but usually don’t matter for the enjoyment.
