To me he feels like a proper old school, American manager, with the firm belief that you need to be tough on people to get the best from them. He also gives off a bit of a “fuck yeah, I’m awesome” vibe.
That’s just my very subjective impression, though, not based on much beyond watching a few interviews with him…

Driver management is typically the job of the CEO, not the team principal. So it would be Zak’s job, yes.
