TL;DR: It’s an expansion on Moore’s law that theorizes science, especially AI, will continue to advance itself in a exponential feedback loop. It’s also been called The Law of Accelerating Returns, by Ray Kurzweil. His estimate was sentient AI by mid 2020’s and singularity around mid 2040’s.
